Equitable access and balanced capacity across a national network

The business challenge
What network of training centres provides equitable access at viable scale?
Context
The organisation was developing a nationwide training-centre network and needed effective geographical coverage while maintaining reasonable participant travel times and balanced use of each centre.
Requirement
Identify centre locations and network size, allocate participants across the network and test how accessibility and capacity assumptions changed the optimal configuration.
Method
- 01
Participant demand
Mapped participant locations and modelled peak and off-peak travel times across the country.
- 02
Alternative networks
Used QUEST to optimise configurations of 14, 16, 18 and 20 centres while minimising travel.
- 03
Access + capacity
Tested 95% accessibility thresholds and approximately balanced participant allocations.
Outputs & significance
An equitable network, tested first
95%
Optimal networks
Identified effective locations for alternative networks of 14, 16, 18 and 20 centres.
Accessibility evidence
Measured participant travel under peak and off-peak conditions and tested 95% thresholds.
Balanced allocations
Compared network size, accessibility and centre capacity through a transparent scenario suite.
Significance
The optimal network balanced access, capacity and efficiency
Advanced optimisation allowed complex combinations of locations, demand and travel times to be tested before committing to infrastructure investment.
